If there is no name in the victim field is the no contact order legal? Does that mean there is not a contact order in place?

Does it state that there is a protected party?

If it prohibits a person from contacting another person, and it is signed by a judge, there may be no need for a "victim" to be present.

This happens in many cases. A judge often issues a what is called a Criminal Protective order out here which is not requested by the victim of any crime, but is issued instead by the court as a result of a criminal conviction or hearing in progress. So, a victim is not always required.

If you have a question about the legality of the order, speak to an attorney in your locale so he can review the document.
