What is New Jersey offense NJAC 16:87-2.2 (axi) and does it go on your permanent record?

It appears to be some type of fare evasion or failure to pay charge (likely a public conveyance, bus, train taxi).

You might want to speak with an attorney.

But, you have to be convicted first, so why put that cart ahead of the horse?

If you did it, I'd stop doing it.

The penalties go up on subsequent offenses, because the gubmint doesn't like the people stealing form them, because the gubmint would rather steal from the people.

It is considered a criminal charge, but is not an indictable offense.

It isn't a Felony.

It looks more like a traffic citation, and very unlikely it would show up in a background check.
