Neighbor Harassment, need help!

I have several Neighbors that are harassing my parents. I need help finding laws for harassment outside the workplace.

I would call the courthouse where they live and inquire to what they consider harassment. Today, if you make an obscene gesture it could be considered harassment. How are they harassing your parents?
