Neighbor calls Police with a lot of FALSE ACCUSATIONS

We just moved in to our home about 1 1/2 ago, and our neighbor upstairs has made our life impossible! It all started when we had been there only for a few months, and we got a leak in our bathroom. We called a plumber to come out and take a look at it, and we were told that it was it was coming from "their" unit upstairs. We called our HOA and made them aware of this problem. The HOA suggested that we make our neighbor aware, which we tried doing, but they do never answer their door. They just have all sorts of creepy signs on their door saying, "you're on camera". We informed the HOA of this and they suggested we leave a note on their door asking them to take a look at their leak and get it taken care of, because it was leaking into our property. No threats or vulgar language of any kind was used in that note! This is where it ALL started! Since then, they have been making false accusations to the HOA and the Sheriffs Dept about us. They have called the Sheriff's department on us numerous occasions stating that we are harassing them. They have composed an entire list of false accusations including that we have recorded them and their kids and their friends without their permission. That we have blocked them from coming out of their property whiled holding a firearm. They also state that we have yelled racial slurs and insults at them as they walk by. We have NEVER crossed a single word with these people! These are clearly mentally unstable individuals who unfortunately, we have for neighbors. They have gone as far as taking all of these false accusations on paper to court and obtaining a restraining order against my Husband! There are 2 other neighbors in our complex and the HOA that are also aware of how problematic these people are. We know this because on many occasions that have said to us "oh, the people in #4.... yeah, we know about them"! We would like to know what our legal rights are at this point, and what legal action we can take on OUR part. Since there is no telling what these people are capable of or what they will do next! Please, please advise. Thank you.
 
It is perfect legal to move to a more convenient place where you don't have to deal with this daily.
There is no magic solution that will make it all suddenly get better.
 
Unfortunately, the neighbors have every right to call the police (or, in this case, the Sheriff). Eventually the Sheriff's Department will get tired of responding and may very well take action to discourage the repeated calls. Until then, there is little you can do about it as no court is going to prevent a person from calling to report what they fell is a problem. And, unless you can PROVE through objective evidence that their calls or knowingly and intentionally false, it's simply going to be your word against theirs that they are made up entirely from whole cloth.

I would recommend video cameras that record activity on your property so that you might be able to objectively disprove some of the allegations if needed.
 
I say you ask the court to remove the restraining order and request the neighbor submit their camera footage as evidence. Also if you don't own a firearm let the court know.
