Criminal Trials, Hearings Need Help Please!!! What is notice of availability?

My family member is currently incarcerated in the county jail. He was previously sentenced to 10 months in prison and had a release date of 2-13-09. After running the worldwide check for detainers, warrants, etc. the Ohio DRC found he had a capias for child support. He also has 2 misdemeanor warrants in Euclid, Ohio for failure to wear a seatbelt and giving false information. The warrants were put out for failure to appear. He was unable to appear because he was incarcerated in prison during the court dates. He asked me about a notice of availability form. Can you please tell me what we can do to request the court dismiss the warrants and allow him to reschedule due to him being incarcerated and unable to attend the hearing?
