need clarification

wondering if anyone could answer this-my sister was arrested for 1st offense dui-hit a car, no injuries to other party. her bac blew extremely high because of acid reflux medication she was on. she received the following punishment-1 year dui classes 3x week, 1 year aa meetings 3x week, 300 hrs of community service, loss of license for a period of months, and major fines. does this seem appropriate for 1st offense of anything in california? i'm concerned because i think this seems steep for a 1st offense, her record is clean-or does this sound like a punishment for someone (who may not be honest with me) who has more than this one offense on their record? i'm very concerned about her. thanks for any advice-
