My grandson was born in Ca and needs to change his name. He now lives in ID. Can he do it there? The reason for the name change is to get a drivers license

He can do this where he lives.

If he is an adult (over 18) he can do it himself.

If he is a minor (under 18) he must have his parents or guardian do it.

In any event, you will have to notify all the bureaucracies in Canada and the United States and send them certified copies of the judgment.
