Mother defrauds own daughter to steal tax returns!

My question involves a power of attorney in the state of: NEW YORK

my girlfriend was was not able to file her tax returns personally. Her mother approached her about filing her taxes for her and requested Rachel sign Power of Attorney for her. Rachel provided her mother power of attorney and her mother opened a bank account in rachels name and recieved 4,500 in tax return. Her mother than decides that rachel "owes her a debt" of 5,000 and was keeping the tax money. Her intentions to keep the money was never explictly stated or implied to rachel, or any discussion of a debt, prior to rachel granting the power of attorney. Up until a month ago rachel was not in a position to contest her mothers actions: she was constructively coerced into letting it go when she was told she was keeping the money. Rachel desperately needs this money for doctor bills and to get back on her feet, but she doesnt know what to do...

Why is Rachel unable to file taxes?

Did Mom claim Rachel as a dependent?
 
It sounds like mom prepared and filed the tax return on daughters behalf.
If mom has committed fraud or theft a report can be made to law enforcement. If a debt is owed to mom then it is more of a civil dispute that can be addressed in small claims court if necessary.
