more rights

Who has more rights over a child in foster care? The social services or the biological parents as far as visitation issues?
The child was taken from mother for child abuse and placed in foster care, the father would like to visit with the child but is having problems because social services says he can't. Can the father petition the court for set visitation schedule by passing social services?
 
It's hard to say who has more "rights" since there are so many variables that come into play. What would probably be important is determining why the father is being denied visitation -- where was the father prior and during the issue that caused the child to enter foster care?
