Money stolen; can she annul?

It recently came to light that my sister-in-law's husband is in big trouble. They have been married about 6 months. Apparently, what first tipped her off were all these unpaid bills and bill collectors that were coming after them, and she thought he was taking care of the finances. She also gave him $15,000 to invest in a money market for the downpayment on their house. He even had a fake statement he came up with when she asked; upon checking, there was no money market and he had typed the statement himself.

He also stole cash from her.

The family suspects gambling, in which case he could be in big trouble with people other than his creditors.

What can she do? What should she do first? Can the marriage be annulled (they live in Wisconsin)? Should she press charges? Is there any chance of getting any of her money back?
