I signed a contract with a concrete contractor to widen my driveway. The contract I signed stated that I would give him $700 upfront and the remaining $500 when the job was completed. I decided at the last minute to only give him $500 upfront. He left my house to "purchase materials" and the short of it is after numerous phone calls, weather/rain excuses, injury excuses, and him flat out telling me he spent my money on gas and food, I am out the $500.

Is there anything I can do? The contract was signed by both of us. I got his name out of the yellow pages! I have his personal driver's license number, license plate number, and address (He actually let me copy all of that down). Can I file a police report?
 
This is a civil matter and not a police matter. You can sue in small claims and good luck. Never write the check out to the contractor. Make it a dual check to the supplier also.
