mom's caregiver

I have been caring for my mother (who has Alzheimers) for ten years. Recently a neighbor of mine turned me in to social services who subsequently paid me a visit. The social worker assigned to her case has been curt and rude to everyone she has contacted (including my mom's doctor). I also believe that she is colluding with the neighbor to have my neighbor appointed as my mom's guardian. Neither I nor any of my family members want that to happen. Is there anything I can do to protect myself from being bulldozed by the social worker and the state of Texas? They are forcing me to put her in a nursing home, which I don't disagree with, but I wish to remain in charge of deciding where she goes and how she is treated. Is there anything I can do at this point?
