Consumer Law, Warranties misrepresentation on afidavit

My brother works for Safeway and back in 1998 he put his social security number down on his application and signed an affidavit that it was true but he was off one digit and didn't realize it. Now there is going to be a store investigation and he is on suspension pending that investigation. He has no criminal history: has never been arrested. He has not filed income tax however so there may be back taxes or taxes owed to him - I don't know. What are his rights for getting his job back if he is termed? Can he file for social security benefits (he is 62) using his correct card and what about the one he has mistakenly filed under that was off only one digit? Can this mistake be corrected so he gets his full benefits? Thank you.
