Alcohol & Drugs: MIP, MIC, Intoxication MIP,MIC, False Representaion

My college student sister recently received a MIP, MIC and False Representation. Aren't MIP and MIC basically the same? Can you be charged with both at the same time? Are both given out to scare young kids and then the judge will drop one? Does she need a lawyer?
