Alcohol & Drugs: MIP, MIC, Intoxication Minor possession with intent to sell

On January 13th, my son was sitting outside of are local mall smoking a cigarette (yes i know really dumb of him) when the police approached him, they asked to see his ID, and he showed it to them. Knowing that he was going to get a ticket because he was only 16. After that, they asked him to stand up so he did and they searched him and found 6 vicodin and 4 valium. He was immediatly put taken into custody and arrested. During this the police went through his cell phone and found texts stating that his friend was coming to pick up the pills from him. He was charged with:

11351 (a) H+S /F/
Possession Of A Controlled Substance For Sales

He has never had a ticket or any other charges or contact with the law at all. My question is were they legally allowed to go through his phone and also due to past experience does anyone know the possible outcome of this situation? probation? fine? juvi?
