How would you go about obtaining medical/psychiatric records on an individual that is now deceased? (New York State)

The first thing to do with regard to dealing with a deceased individual is to locate the executor of the person's estate. He/she is likely to have control over matters of the deceased person or would know answers to many of those questions.
