Maryland dimunition credits

I am asking this question on behalf of a Maryland prisoner. He was sentenced in Pennsylvania, then transferred to Maryland under IAD. He was sentenced to state prison in Maryland, then returned to Pennsylvania. Once Pennsylvania paroled him, he was then taken to DOC in Maryland. He did not receive any dimunition credits towards his Maryland sentence while serving his concurrent Pennsylvania sentence. Is that proper?
 
Usually a person gets credit for the time he/she is incarcerated.
Notice I said usually, there are exceptions to that policy.
I suggest you have the person discuss the matter with his/her attorney in MD or PA.
