K Visa Marrying at 17 and immigrating to England from Canada

I'm hoping someone can clarify something for me. British laws state that, for a person from outside the UK who has or intends to marry a person born in the UK can only immigrate to England if both partners are at least 21 years of age. However, their laws also state that a person can marry at the age of 16 with parental consent. Therefore my question is, can the partner outside the UK who marries a UK resident immigrate to England even though the UK resident is only 17? And the same question applies to registered civil partners as well.
