Eviction Notice low income eviction

I live in an income based apartment for the last 3 years.. I recently lost my job so they made my rent 0...this happened early November so i wouldn't owe anything for December... now December 18 I get a quit notice for not paying for December... what can i do

You should be discussing this with the property management office and/or manager.
A quit or vacate notice is only a request to leave.
If you choose not to leave, the landlord could possible file an eviction action.
If that happened, a court hearing would follow where you get to tell your story, after hearing their story before a judge.
The judge then decides who to believe and what action should be taken.

There is usually a base rent even for those with zero income. I suspect you are confused. Further, simply losing your job and calling the landlord would not constitute a re-evaluation.
