Is a non-sexual online romantic relationship between two teenage girls, a year and a half apart in age, therefore one turning into a legal adult before the other, illegal or crossing lines in any way? there is just talk about cuddling, kissing, non-sexual date ideas etc, as well as video and voice chat but never sexually. one lives in california and the other in new zealand. the relationship is very mutual, and there is open communication and love between the two, and no use of 'lewd conduct.' parents are homophobic\transphobic therefore we aren't quite ready to tell our parents until we are both in university, but the younger one doubts very much their mother would press charges or get the law involved- but if somehow the law did get involved, how likely would it be that the case would be brought into court?

Even though not sexual (in your opinion) there are laws in California that could make this a criminal offense because of the minor.
California laws would not apply to you in New Zealand, but others might.
It is always beast to not become involved with minors. It only leads to trouble for the adult.

Illegal? No (at least not without knowing specifics of what's been said and done). "Crossing lines"? I don't really know what that means.

I'm not sure who "they" are (typically, the pronoun "she" is used to refer to a girl), but no law enforcement personnel in California has any jurisdiction over a person outside the U.S. If this girl's parents find out what's happening and don't approve, the most that will happen is that they'll cut off their daughter's internet access.
 
These relationships fairly go well even if both are who they say they are. If you two have a "romantic" relationship sooner or later one of you will try to take it to next level (if you have not already) when that happens you will surely "cross the line". Without having seen the various text, emails and video chats no one here can say if it legal or not and not knowing the laws of other country does not help as well.

How do you know who you are talking to? Could be a middle aged man for all you know or a 10 year old.

I'd cut this "relationship" off if I was you. Go out and meet someone in your own country.
