Liable for childs court mandated medical bills?

My daughter is in custody for posession of forged checks, posession of cocaine. She also has mental health issues that the judge has recognized. She is 19 yrs old. The judge is going to mandate her to an inpatient behavior therapy institution which will last 12-18 months. My problem is that although between my wife and myself we earn a a good yearly income, we are seriously in debt and cannot afford to cover the $16, 000-$20,000 bill we are being told we will be responsible for. We are struggling to cover my daughters other medical bills from repeated overdoses, etc. If we can prove our financial status regardless of our income can we receive some sort of aid? Are we responsible for our daughters bills at 19? If she does not cooperate with the treatment besides serving time we are not allowing her to live with us and we have been told this is legal. I need to know how to survive this hell, help please.
