Other Immigration Law letter of declaration

is there such a thing as a letter of declaration saying a person leaving Ghana for the USA have on them $4000 in order to travel ? the Ghana immigration service are the people supposedly behind this .

I don't know of any US requirement. Perhaps it is related to Ghana, I don't know.
