I caught a friend of mine on the computer looking at cartoon pornography :( of girls and boys under the age of consent  . I was pretty d*mn sure that that was a big nono  and that he could go to jail and that if i ever caught him doing it again i would call the cops. he said that because the charecters where from an animated TV show and not real that it is legal along with any kind of RP that is done between 2 consenting legal adults over the internet role playing as younger kids. another big  I would like to know if he is correct or if i am correct in that if they are pretending to be underthe age of consent or are pictures drawn of a person under the age of consent that it is crimonal and he could go to jail. If i am right what are teh legal ramifications of his actions.

It depends on the laws in your un-named state. In my state of California, possessing such images could be punishable by up to 6 years in state prison.

It really depends on the nature of the images and whether they are clearly depicting children under the age of consent. There is currently some debate as to whether these acts are legal even when simulated as "art" or for some literary purpose in the course of a theatrical production, movie, or cartoon.

It is very difficult to evaluate hypotheticals as these can be very situation dependent.
