I'm not sure what you mean by "legal advisor" - the practice of law without a license is against the law. There are certain exceptions where trained people, such as rights advocates and others who can help the indigent, can assist in a quasi legal capacity by appearing in court. This doesn't mean that they are representing their clients as an acting attorney. It means that they are well trained and versed in the law regarding a specific area and can take certain actions and provide assistance to those in need under a very specific set of circumstances. This is state and area specific.
