Repairs, Maintenance landlord maintenance

I have been living in my apartment for 3 years now. i was told that a landlord has to replace the carpeting after 3 years of rental by the same person. Landlord will not replace my carpet. Carpet is not in need of repair, but is very dirty down to the matting. The landlord wants me to pay for a deep cleaning of 70-90.00. They are no longer furnishing carpet cleaning services each year that you renew your lease. I shampooed the carpets 8 wks ago after 3 yrs of lliving there. the stains are so bad that they keep surfacing. Does the landlord have to have the carpet cleaned or replaced? Or do I? I saw the carpet before I moved in and was told by the prior management that the carpet would be replaced after an amount of time (not specified) if the stains continued to resurface.
 
If I were you, I'd pay the 100 bucks (or less), and let the landlord take care of it.

This is a battle not worth fighting.

After all, it's holiday time, spiff the place up a bit for $100, or less.

Tip the cleaners the difference between the 70 or 90 bucks, and everyone can have a great holiday.
