Quiet Enjoyment Landlord Legal Concerns

My roommates and I were looking for a little legal advice in regards to our living situation. We have had difficulties with our landlord since the day we signed our lease, they refused to fix maintenance issues that were documented at the time of us signing the lease. There was a time they didn't pay the electric bill for the common areas of the house because they had tried to say it was our bill, and we were without hot water and a washer and drier for three days. There were multiple times in the winter where the oil was not filled promptly and we had no heat. In addition we had terrible problems with our upstairs neighbors who had five plus dogs at a time, one of which was giving birth every couple of months and three children that they were verbally abusive towards. We repeatedly tried to deal with them directly, but it escalated to the point where we had to involve our landlord and the police when our neighbor tried to force his way into our apartment. Since then nothing has changed, we will send multiple emails to our landlord documenting issues of noise and direct threats we received from our neighbors. It got to the point where we had to go into the landlord's office to discuss something because she was refusing to acknowledge the issue. She simply told us our upstairs neighbors are on disability and it's hard to contact their housing agent or get anything to actually change. We currently have a defective fire alarm that has not been fixed in the last two days after it was reported. In addition, we feel the apartment was misrepresented from the beginning. At the time of our showing, there were no dogs or kids present, and the apartment was very calm. We felt completely unprepared for the noise that was consistently above us. Yesterday when they showed our apartment to prospective tenants for next year, there were no kids upstairs and all the dogs were gone. Shortly after the showing was over, the dogs and children returned home. In addition, the posting of our apartment online contains pictures that are very outdated and not accurate. It just really seems as if our landlord is very deceptive and disrespectful towards us and we wanted to know what our options were from here on out, and what we should be doing to ensure we have adequate evidence if need be. Any advice would be very helpful!​

I suggest you avid confronting ANYONE about ANYTHING.
If you believe someone is DISTURBING THE PEACE, or committing a crime, call your local constabulary (911), report the matter, stay inside your home and await the arrival of the gendarmes.

As far as any alleged deceptive practices, stay out of it. You aren't the APARTMENT POLICE.

Let your lease run its course. It's never worth it to become Don Qixote and engage in any quests.

Just thank the stars you'll soon be free.

The next time you rent, do more of a thorough investigation of the unit.
Check the property when the landlord isn't around, just do a walk by or drive by about 11:00PM, discretely.

Your next worry will be your deposit return.

Unfortunately your best action is to move. I realize that isn't so simple, but you aren't going to convert this landlord to being a better landlord.
