The disabled tenant pays the landlord for water utilities (water is submeterd) Because of the billing cycle the tenant runs12 days behind in water payment.Previous landlord had no problem with this but the new manager sees fit to shut off disabled tenants water Monthly as soon as he is 'late'. Tenant pays in full plus reconnection fee yet goes with out water for about 5-7 days.What can be done about this? SSi income pay period affords him to pay his bills at certain time frames. Any recourse?
