Juvenile record - adjudication withheld

On 09/22/2003 my son (14) was arrested for Larceny in Pinellas County. He was picked up for shoplifting Yu-Gi-Oh cards. Because he had opened numerous packs in the bathroom trying to find specific cards the dollar amount placed this as a 3rd degree felony. Patrick was found guilty and upon completion of community service and restitution, the Judge said that he would withhold adjudication.

Now Patrick has taken the courses and applied for a Class E security guard license. We have recieved a letter from the Florida Dept of Agriculture and Consumer Services that states this may make him ineligible for licensure.

Is it possible to have his record expunged since adjudication was withheld and is it likely that this single occurance could cause him to be ineligible for other jobs?
