Job applications- Adjudication of guilt withheld

I just wanted to know if you had to answer yes to those questions on job apps, that ask "if you have ever been convicted of a felony or plead guilty to a crime" if you had adjucation of guilt withheld. I've been told that, legally a person with adjudication of guilt withheld is not "convicted" is this true?
