Is this Gambling?

I live in Oregon and I am thinking about starting a business. A brief summary of the business is I would contract with local restaurants/bars to hold weekly poker tournaments. They would pay me to host and they would give gift certificates for prizes. The tricky part is either monthly or quarterly, there would be an invitational tournament for the top players based on a point system. My question is, can I have cash (perhaps as much as $1,500) as the prizes for the winners. I should also add that all tournaments are free to the players.
