Criminal Trials, Hearings is this Double Jeopardy?

This is a friend of mine, who was arrested, arraigned, and held for 10 days on a $25,000 bond. Then they dropped the case, and released him, with no further instructions as to him being tried. They just said the charges were dismissed.
Over a year later he was pulled over for a routine traffic stop, and arrested on new charges, with a new case number, but the new charges were from same crime as before. Is this double Jeopardy? What about speedy trial, it was over 1 year later?
Any help is greatly appreciated.
 
Since your friend was not previously tried for the original offense, there is no double jeopardy.

Also, the right to a speedy trial is to insure that defendents are not incarcerated for long periods of time before brought to trial. That is not the case in your friend's situation.
