Is a working phone jack the responsibility of land. or me?

    I moved into an apt. that did not have a working phone jack. I had to pay the phone company tech $120 to provide me with a functional port. For the next year I kept asking to have this charge taken off my rent; the management refused.

    Am I stuck? I have been told they need to provide at least 1 working port. True?

    What does your contract say? If your lease contract does not specifically say that a working phone jack, or a phone line or whatever will be provided it is not the landlord's duty to do so.
