What does this mean?

this is what all it says: This claim has been previously allowed for Cervical Strain.

then it goes on to say : Interlocutory Advisement Order
This Claim is taken under advisment.
This order is interlocutory in nature and not subject to appeal pursuant to the Ohio Administrative Code Rule 4121-3-09

I believe it means that the order has not yet been ruled upon and time is still being taken to determine the outcome. Since there isn't yet a final determination it cannot be appealed. Is there a reason to think otherwise?
