police impounded my car because someone put a bag of stolen property in the front seat then locked and left with my keys. I had no way to get into my car and he was later arrested with my keys in his pocket. They took my car which never left its parking spot and will not give it back. What can I do?
 
You can hire an attorney. I suspect that the police are holding the vehicle on an evidence impound. Have your attorney ask the court to release it if it is no longer needed.

And, you do not REALLY expect a jury or a court to buy the "mystery thief" story, do you? The story that someone stole some property, somehow got into your car and left the stolen goods in it is ... well ... very weak.
