I sold a boat-buyer refuses to pay balance

I am new to this forum, I hope I understand how it works.
I sold a boat for $1500.00. The buyer paid $700.00 down.
In good faith I allowed him to take physical possesion of the boat. I still hold Title in my name.
He refuses now to pay the balance.
I filed suit in Small Claims court.
The judgement was in his favor.
I am considering appealing the judgement, and refiling in Civil Court. I want him to pay the balance due or return the boat to me. Is it unreasonable to expect that he should return the boat without expectation of a refund of the $700.00 down payment?
 
Let me ask you this - why was the ruling in his favor? What was it that he presented to the judge that made him the owner of the boat for the amount of $700?
