I'm the care provider for my mother who needs me to take care of all her personal finance and health care decision. I'm on a limited budget but I'm not sure if I should get a durable or a regular power of attorney, she is bedridden so I don't know if lawyers make house calls or if a paralegal would suffice.
 
A paralegal would be able to help you, but if your mother is capable she could fill out forms or even write her own POA. You can't do it for her though.

Be advised, a POA (limited or durable) isn't honored by all financial institutions.
You might first inquire of the institutions your mother uses before starting to seek something that might not be honored.
On the other hand, a conservator ship or guardianship of your mother might be what you require.
You can investigate and compare the various options before proceeding.
