how to stop my neighbor from harassing our family

This neighbor every since we moved on she has been a problem...on trash pick up days we put our bins out on the curb for pick up she moves them to put hers on the same spot... she let's her dog out and poops all over our backyard..she spy on us we see her all the time picking through the windows

As long as she isn't doing anything illegal, there isn't much you can do. I guess you could contact the police or animal control if her dog is running loose. I assume you don't have a fence to keep the dog out.
