how to avoid penalty for not canceling plates registration on time

I moved from CT to Maine on Dec 1, 2008, renewed my car insurance policy with new address in Maine on Dec 4, 2008. Later, on Jan 9, 2009, I registered my vehicle in Maine and attached new plates to my car. Old CT plates have been lost. On March 4, 2009 I received CT DMV notice stating that I have to send and sign consent along with $200 penalty to CT DMV because registration in Maine took place after insurance with previous CT address was canceled.
I would really appreciate advice on how to avoid that penalty!
