How long can the state hold you?

My boyfriend is on parole. He just got out of prison in May of 2007. In December of 2007 he was pulled over and arrested and charged with an OUI. He did 45 days and they let him go. September 13th 2008 he was pulled over and arrested again for drunk driving. He got arrested on a Saturday so he should of went in front of a judge Monday which would of been the 15th. It is now October 7th. He has never been arraigned. He was due in court yesterday, October 6th for sentencing. The county where he is at never came and got him for court. The only reason they held him in the first place was because of parole violation. Can they still hold him all this time without officially charging him and without him seeing a judge for arraignment or sentencing? Because yes, it is a violation of his parole, but he hasnt been officially charged. All of this happened in the state of Michigan
