If you need help, then your best bet is to talk to a bankruptcy attorney. You can buy a book on filing bankruptcy (Nolo publishes them) to get an idea of the procedure.

2] Chapter 13 is an alternative of Chapter 7 Bankruptcy. It is designed for who want to pay their debt but need a time. In Chapter 13 a debtor can repay their debts either in Full or in Part in Period of Three Years.
3] File a petition: Nearest your home district, you must file Current Income and expenditures, schedule of assets and liabilities
4] Pay your court Fees: You Must pay court filling free $155
5] Attend a meeting of creditors
6] Attend the confirmation hearing
7] Begin making your payments
