We are a very small water utility with less than 200 customers.

Residents in a small subdivision (currently only 11 customers) in which we bought the water system have a restrictive covenant (1984) that almost exclusively deals with water and the rates owners of the water system are allowed to increase (10%) in 5-year increments, beginning in 1984 at $15.00. We are only "allowed" at present to charge them $22 for 6,000 gallons base usage. How air-tight is a covenant like this? Case closed??... or do we have a shot at getting it changed? How do we do that?
