That house bill was apparently passed into law in 2013 because the wording in red appears in the current statutes.
However, there appears to be a contradiction in the way the statutes are written.
13-806H - a lien may not be perfected against a titled motor vehicle.
28-2137. Restitution lien; removal
A. Notwithstanding section 28-2132, after a hearing, the director may remove a restitution lien filed pursuant to section 13-805 or section 13-806 from a vehicle record if the director finds both of the following:
1. A person purchased the vehicle without any knowledge that the vehicle was subject to a filed restitution lien.
2. The person who sold the vehicle is an obligor under a filed restitution lien and sold the vehicle without disclosing to the purchaser that the vehicle was subject to a filed restitution lien.
On the one hand, a lien may not be perfected against a motor vehicle but, on the other hand, there seems to be only a limited reason that it can be removed.
I don't know what to tell you.
Have you asked anybody at the DMV what to do? I haven't found any help online.
