H Visa h1b transfer submitted in nov-14 waiting for response

Hello ,
I have submitted my application for h1b transfer in Nov-2014. Received RFE in Feb -15 about client letter and employer -employee relationship. submitted all Require document but still haven't received response. Raise three service request but still waiting for Response.

Is it advisable to upgrade to Premium processing ?
Do I have to submit all my document again for Premium Processing ?
what are my options ?
Please advice me ..

You can check your H1-B Visa processing time at the USCIS website. As stated there,
to check processing times for your type of application, petition, or request, you will need to know:

• The office where the form is being reviewed;
• The type of form; and
• The date on which USCIS received the form
