Can a family member, whom had p.o.a. /guardian of an estate/ personal reprehensible now of the will be the sole beneficiary of over half of the wards state (being named p.o.d.on multiple cd accounts)

Sure. Often times the only one to serve as the guardian is the individual's child or spouse and that person also inherits the estate.
