Permanent Residency Green card through marriage - law in 1995

Can anyone confirm what the law was in 1995 for the issuing of a green card through marriage in the US. My boyfriend said he married a female from outside the US, the marriage lasted 4 months and they divorced. He maintains he never had to attend an interview with immigration to ascertain if the marriage was real and that after they divorced she was still able to live in the US afterwards and is still living there. I find this hard to believe! Thanks in advance for any information.
 
From what I understand of issuance of a green card through marriage he may not have had to go to an initail interveiw for the 2 year temporary card she may have recieved. If they entered into the marriage in goodfaith then she may have been grabted the status even if they divorced. After her 2 year stay she will have to have the conditions removed from her green card and he will be required to appear to attest to the marriage ans conditions of why they divorced.
