Georgia-Nonprofit Working with kids who has felony (including overnight stays)

Needing information on the State of Georgia rules and regulations regarding starting a nonprofit that includes working with girls 12-18 (which includes overnight stays).

1. Can a person with a felony conviction start a nonprofit working with kids. This person is actively involved in the camp, stays overnight with the girls. 2

2. Are all volunteers required to have a background check before working with these kids (even if they don't stay overnight but work in groups and 1 on 1 with the kids)?

3. If these rules are being violated, where or who do I report this to in Georgia?

Georgia Statute: 35-3-34-2 <<< I'm not sure if this is the statute regulating nonprofits and working with kids and would like further info.
