general question re: withholding info

I want to know if anyone can answer this question. Can you prosecute someone in the state of Texas who files for state aid, if they are putting someone down as a father who relinquished his rights eight years ago. And if you know for sure that she is living with a man in her home. I am wanting to prosecute someone for withholding or misleading information on a state aid form so she could get welfare. The person does not work and she is very able, I think she is trying to cheat the system because she does not want to work due to being LAZY!
