Freedom of Information Law Violations

What options do I have if I have made repeated Freedom of Information Law Requests under the New York State FOIL (Under the provisions of the New York Freedom of Information Law, Article 6 of the Public Officers Law) and it has been over 8 months and I have not received either a denial of my request or the documents requested? The agency involved is the New York City Police Department. All I am asking to see is a copy of my own personnel file.

I know they have received my requests because they responded to my first request in July 2007 and stated a decision would be reached in November 2007. I did not ever receive that decision in November, nor any other correspondence, so I sent further letters for updates on my FOIL request, and certified my last request (so I have proof of receipt). Yet, still no response. What, if anything, can I do? What agency, if any, is responsible for monitoring compliance with FOIL?
 
File a petition with state court, sue the department head for official misconduct. They took an oath of office, and that included to uphold ALL the laws. Not what they pick and choose.
