Are there any stipulations as to who can be the executor of a Florida will? I was told it must be a blood relative who can live anywhere or if not a blood relative must be a Florida resident. Which is correct?

From what I read, it would seem that the executor must be either of the above or both according to Florida Statute Section 733.304. Here is a reference to rules of probate http://www.flabarrpptl.org/probrules2.html
