Alcohol & Drugs: MIP, MIC, Intoxication First Offense MIP - Georgia

My question involves the state of: Georgia, Dekalb County

I recieved an MIP from a Dekalb county cop and have been trying to find out my best course of action. From what I have read on the internet, the ticket should not be reported to the DDS (driver's services) because I was not operating a vehicle at the time of the crime, and therefore my licence should not be affected. The problem I see with this is: if the citation is reported to DDS they will assume I was in operation of a vehicle and I will have my licence suspended (that is according to the 2008 revisions of the 2007 DDS handbook which is issued to courts and cops).
I have heard from other teenagers (not an expert source) that it is possible to do PTI (pretrial intervention) because it is my first offense. All I am really trying to find out is whether or not that is true and if it is, how I can place myself on PTI.
